Accordingtothescopeandtimeofitsapplication,itcanbedividedintoageneralstrategicpolicythatcontrolstheoverallsituationandtheentireprocessofmilitarystruggleandaspecificstrategicpolicythatguidesdifferentstrategicstagesordifferenttheaters.Forexample,theprotractedwarinChinaduringtheWarofResistanceAgainstJapaneseAggressionisthegeneralstrategicpolicy,andthestrategicdefensephase,thestrategicstalematephase,andthestrategiccounter-offensivephasehavetheirrespectivestrategicpolicies.Inaddition,thefrontbattlefieldandtheenemyrearbattlefieldalsohavedifferentstrategies.Thegeneralstrategicpolicyisrelativelystable,whilethephasedortheater-basedstrategicpolicychangeswiththechangesinthestageofthewarorthesituationofthewar.Thestrategicpolicyisareflectionoftheobjectivelawsofmilitarystruggle,anditisproducedonthebasisofacomprehensiveanalysisofthepolitical,military,economic,technological,andgeographicfactorsofbothsidesinthestruggle.Thesefactorsaredifferent,andthestrategicapproachisalsodifferent.Astrategicpolicyusuallystipulatesstrategicobjectives,strategictasks,mainstrategicdirections,mainformsofoperations,strategicdeployment,thedurationofmilitarystruggles,aswellasstrategicstages,strategicstepsandstrategicmeasures,andimportantmatterssuchasthepreparationandconstructionofmilitaryforces.Undercertainobjectiveconditions,thecorrectnessofthestrategicpolicyisofdecisivesignificancefortheentirewarprocessandevenfortheoutcomeofstrategicactions.Forexample,duringtheWarofResistanceAgainstJapan,theChineseCommunistPartyandtheKuomintangimplementedtwodifferentstrategicpolicies,resultingintwodifferentresults:theCommunistPartyimplementedthepolicyof"basicallyguerrillawarfare,butdoesnotrelaxmobilewarfareunderfavorableconditions"andledthepeople'sarmytogodeepbehindenemylines.Thelaunchofguerrillawarfareopenedupavastbattlefieldbehindenemylinesandachievedbrilliantresults;theKuomintangadoptedapurelydefensivepolicy,whichcausedseriousdefeatsonthefrontalbattlefield.
