Intheparty,LiuShaoqishouldbethefirsttocomparetherelationshipbetweenthefleshandbloodbetweenthepartyandthemasses.OnMarch28,1951,theCentralCommitteeoftheCommunistPartyofChinaconvenedthefirstorganizationworkmeetingofNewChina.Inthe"ReportattheFirstNationalOrganizationalWorkConferenceoftheCommunistPartyofChina,"LiuShaoqipointedoutwhenjudgingthestatusofpartymembersatthattime,thatourpartyintegratedwiththemassesofthepeopleatthelowerlevelandestablishedaflesh-and-bloodrelationship.OnSeptember15,1956,LiuShaoqionceagainpointedoutinthe"PoliticalReportattheEighthNationalCongressoftheCommunistPartyofChina"thatourpartyhadestablishedflesh-and-bloodtieswiththepeasantsinthelong-termrevolutionarystruggle.Theeditorialof"People'sDaily"onJune22,1957-"UnusualSpring"clearlyputforwardthenotionofaflesh-and-bloodconnectionbetweenthepartyandthemasses.OnMarch30,1979,DengXiaopingalsousedthenotionofflesh-and-bloodtiesbetweenthepartyandthemassesinhis"AdherencetotheFourBasicPrinciples."OnMarch29,1989,PengZhenonceagaindefinedtherelationshipbetweenthepartyandthemassesasflesh-and-bloodtiesinthe"SpeechattheForumoftheMainResponsibleComradesoftheParty,GovernmentandArmyinHunanProvince".
SinceJiangZeminbecamethegeneralsecretaryin1989,hefollowedLiuShaoqi,DengXiaoping,andPengZhen'sformulationoftheflesh-and-bloodrelationshipbetweenthepartyandthemasses.OnDecember29th,in"StrugglingtoBuildthePartyintoaStrongerWorkingClassVanguard",heclearlyputforwardtheterm"alwaysmaintaintheflesh-and-bloodtiesbetweenthePartyandthemassesofthepeople."Sincethen,thecloserelationshipbetweenthepartyandthemasseshasbeenusedfleshandbloodasthenorm,andtheconventionhasbecomeacustom,andithasbeenusedincentraldocumentsandcentralleadershipspeechestothisday.
Therelationshipbetweenfleshandbloodisahighlyclose,inseparable,andinterdependentrelationshipbetweenlifeanddeath.Maintainingtheflesh-and-bloodtiesbetweenthepartyandthemassesaimstoensurethecontinuoussuccessoftheparty'scauseandtorealizethegreatrejuvenationoftheChinesenation.Themasslineeducation,whichtakescivilpragmatismandcleanlinessasthemaincontent,isamajorstrategicmeasuretocontinuetomaintaintheflesh-and-bloodtiesbetweenthepartyandthemasses.
